Managing a mixed fleet in one of Latin America's largest metropolises requires precision and flexibility. Focused on operational efficiency and the well-being of its team of over four thousand people, Voy Santiago implemented Clever Devices’ MAIOR Suite to optimize the operation of its 1,500 buses in the Metropolitan Region of Santiago, Chile.
June 2026
Santiago is a city in constant evolution and one of the main stages for public transit modernization in the region. At the center of this transformation is Voy Santiago, a large-scale operator connecting 43 communes through 73 services, facing the challenge of transporting over 95 million people annually with punctuality and safety in the Chilean capital.
With operations covering over 52 million kilometers annually across 11 terminals, the company chose Clever Devices as a strategic partner. The goal? To replace legacy processes with a digital platform capable of optimizing complex fleet planning and improving the work experience for its driving staff.
The Challenge: A Mixed Fleet and Complex Traffic
Managing public transit on such a large scale brings major operational challenges. Every day, Voy Santiago tackles two main obstacles:
- Mixed fleet operations: The company operates 1,500 RED standard buses (Red Metropolitana de Movilidad is Santiago's public transit system, integrating three transit modes), including one of the largest electric bus fleets in the world. Managing operational costs for a mixed fleet involves considering the maintenance, charging, or fueling requirements of each technology. In this context, deciding which vehicle should run each route—and when—presents a true logistical challenge.
- City complexity: In a fast-changing capital, travel times (running times) fluctuate constantly. Operating on outdated data makes schedule adherence difficult, creates bottlenecks with regulatory authorities, and impacts predictability for passengers.
To overcome these obstacles, the company needed technology capable of accurately updating travel times and swiftly simulating new operational scenarios.
"Santiago is a very large, constantly evolving city. Our running times change frequently, and it's vital that our planning keeps pace so that operations can run on schedule efficiently."

The Smart Solution: Clever Devices' MAIOR Suite
The turning point came with the implementation of the MAIOR Suite, an end-to-end planning and scheduling platform from Clever Devices designed to handle the logistical complexities of modern public transit. This technology optimized the entire cycle—from service design to workforce management—structured around three key pillars:
- Strategic charge and schedule management: Using the platform, the team can create multiple virtual scenarios in minutes. This enables them to define operational strategies, better understand system complexity, speed up decision-making, and identify which routes or individual trips are best suited for electric or diesel vehicles—aligning vehicle availability with depot charging capacity and energy costs.
- Scheduling fairness (smart rostering): Recognizing that drivers are the most valuable—and scarce—resource in public transit worldwide, Voy Santiago automated roster assignments using the platform's algorithm. By eliminating manual and subjective decisions, the process became equitable and transparent, strengthening team trust that schedules are fair and unbiased.
- Driver portal: The solution introduced a direct communication channel with frontline staff. Now, drivers can clearly view their rosters and autonomously request shift changes through the portal, giving them an active voice and significantly boosting internal satisfaction.
"With scenarios, we can decide which routes or even individual trips are better operated with an electric vehicle or a diesel vehicle, helping us find the best cost."
— Francesca Napoli, Scheduling Lead at Voy Santiago
"The fact that driver assignments are made by an algorithm, rather than a person, gives the team much greater confidence that the process is fair and equitable. Drivers feel they have more empowerment and control over their own schedules, which translates directly into a higher level of satisfaction."
— Francesca Napoli, Scheduling Lead at Voy Santiago
Results: A Future-Ready Vision
Currently in the pre-commissioning phase, Voy Santiago is already projecting the direct impacts of data-driven planning in the Chilean capital:
- Agility in response: The ability to easily test new scenarios on the platform drastically cuts down planning time. Operations can now update running times and adapt services to real-time traffic conditions almost instantly, eliminating time-consuming recalculation processes that previously consumed a significant amount of time.
- Data-driven strategic decisions: Beyond daily routines, planning tools serve as allies for decision-makers, allowing them to evaluate the financial and strategic viability of taking on new routes and future business opportunities.
"Creating a new scenario with updated running times is fast and easy. We no longer face long wait times while software calculates or processes complex data, which makes putting changes into production much simpler."
— Francesca Napoli, Scheduling Lead at Voy Santiago
In collaboration with Clever Devices, Voy Santiago demonstrates how smart planning can become a key driver for improving operational performance, optimizing costs, and moving toward more efficient, sustainable, and people-centered urban mobility.
